Step 1:

Create the object on the form.

Step 2:

Set BackStyle property to Opaque or Transparent.

Step 3:

Set OuterStyle and InnerStyle property.

Step 4:

Set OuterWidth, InnerWidth and SpaceBetween property.

If you don't want have any Inner Line then you can set InnerWidth to 0. If you don't want have any Outer Line then you can set OuterWidth to 0. If you don't want have any Space between Outer Line and Inner Line then you can set SpaceBetween to 0

Step 5:

Set OuterColor and InnerColor if necessary.

Step 6:

Set Background picture (Picture property) for this frame if necessary. Set Background Color (BackColor property) for this frame if necessary.

note: This control is a container, you can create object inside it.
